Compensation & Benefits 

 

Carroll brings over 30 years of Human Resource experience to BCS.  He is a Certified Compensation Professional and has a BS and MBA degree from East Tennessee State University.  Carroll spent more than 25 years with the Tennessee Valley Authority (TVA), primarily in compensation and benefits.  One of his many accomplishments was moving TVA from a government salary administration model to a simplified market-pricing system based on TVA's relative labor market.  He was also responsible for executive compensation and helped implement a performance-based bonus plan used to compensate all employees.  His last assignment was managing TVA's self-funded benefit plans for over 30,000 employees and retirees and serving as a benefits consultant to many of TVA's 156 power distributors.

In 2004 he went to work for Baptist Health System as Manager of Compensation and Benefits.  Working with Jeff  Mitchell of BCS, they implemented a benefits strategy that reduced overall benefits cost on average by more than 10% for three years, kept overall prescription drug costs flat, and developed and implemented a Consumer Directed Healthcare Plan with a Health Reimbursement Account (HRA) that reduced overall medical claim costs by 25%.

Many healthcare organizations are faced with RN pay compression.  In order to mitigate this problem at Baptist, Carroll developed and  implemented a salary plan to compensate RN's based on market data, seniority, and performance.  
 
In 2007 Baptist Health System merged with St Mary's Health System, forming Mercy Health Partners with over 5,000 employees and six hospitals.  Carroll was named Manager of Benefits to oversee the immediate transition and merger of the two organizations' benefits plans.  After the merger was complete, he managed the new vendor selection process and the development and communication of the new suite of benefits for the new Mercy Health Partners organization.

Carroll is known for his creativity and ability to cut costs while adding value to an organization.  As the newest addition to the BCS Team, Carroll looks forward to using his talent and experience in the future growth of BCS, and the experience he can offer to existing BCS Clientele.
